Responding to President Xi Jinping’s announcement at the High - Level Dialogue on Global Development in 2022, Action Plan for Global Youth Development (APGYD) was initiated and promoted as an international partnership programme by the All - China Youth Federation (ACYF), United Nations agencies and youth organizations from various countries.

The APGYD aims to build a platform for best practice programs and a community of youth pioneers for the implementation of the United Nations 2030 Agenda for Sustainable Development and the Global Development Initiative. By selecting and promoting the Excellence Actions that contribute to global development and youth development, the APGYD actively promotes international youth actions, and unites the strength of youth to build a community with a shared future for mankind.

Firstly, the selection of best practices of programs is conducted on a global scale. The Action Plan features a two - year selection cycle. Between 2022 and 2023, the Action Plan selected the first batch of 100 Excellence Actions globally in the seven priority areas of poverty elimination, zero hunger and food security, future - oriented digital technology, climate action and green development, inclusive and equitable quality education, health and well - being of youth, youth employment and entrepreneurship, spanning 43 countries across six continents. These selected programs covered a wide range of areas and had innovative working methods, and were implemented by youth organisations, social enterprises, media, think tanks and universities, among others, in various countries. The recruitment of the second batch of Excellence Actions was launched on 12 August 2024 (International Youth Day).

Secondly, publicity activities are carried out for Excellence Actions. In 2023, the Expo of Action Plan for Global Youth Development was held, which showcased the best practices of young people in variouscountries in implementing the United Nations 2030 Agenda for Sustainable Development and the Global Development Initiative with practical actions, in the forms of exhibitions, campus tours, and a “cloud exhibition hall ”, among others. Representatives of Excellence Actions were sponsored to participate in the 2023 World Youth Development Forum, the One Earth Sustainable Development Summit and other events where they conducted program roadshows.

Thirdly, an empowerment mechanism for youth leaders of Excellence Actions is established. Excellence Actions of the Action Plan are initiated and implemented by young people from various countries, bringing together young doers who promote the sustainable development. In order to strengthen the empowerment of youth leaders, the Action Plan will work on the empowerment mechanism , and provides follow - up support for program youth leaders, such as capacity building, international exchanges, study and training, program empowerment and resource supply, so as to continuously improve the growth and sustainability of the Excellence Actions.
